Overcrowding brings fear of early release for inmates
Contra Costa Times -- In a lawsuit brought on behalf of sick and mentally ill inmates, three federal judges in San Francisco are considering whether to release thousands of inmates early because the overcrowding has led to unconstitutional conditions. California Department of Corrections and Rehabilitation spokesman Seth Unger said great progress has been made in improving prison conditions in recent years by temporarily transferring 6,000 inmates to out-of-state prisons and with the $2.2 billion spent this year on health care.

Brown Jr. today urged the United States Court of Appeals for the Ninth Circuit to reverse a lower court decision requiring California to make a $250 million down-payment on a massive $8 billion prison-construction project, arguing that the decision is in "blatant violation" of federal law.
Convicted Oregon child killer up for parole
Associated Press -- After nearly 25 years in prison, Diane Downs has again changed her story about the night she and her children were shot on a rural road near Springfield. On Tuesday, Downs, now 53, was scheduled to face the Oregon Board of Parole for the first time. Imprisoned in California, she was expected to address the hearing in Salem via video conference.
